The basic telephone service component, which connects the subscribers' premises to the Public Switched Telephone Network (PSTN). The DEL product comprises:
- The physical wiring between PSTN and a private premise
- The telephone socket (line jack)
- A unique telephone number.

- MOP 400 applies where the developer/applicant provides block wiring acceptable to CTM or where block wiring is not necessary. MOP 850 applies where CTM provides or plans to provide block wiring. This charge (MOP 850) should not be applied more than once to the same house and to the same exchange line.
