CTM Extends Fixed-Line Telephony Discounts to UGAMM’s "Peng On Tung" Service to Benefit More Communities in Need

To further support the “Peng On Tung” service and benefit more communities in need, CTM has announced the offering of 1,000 fixed-line telephone monthly fee discount quotas to the Peng On Tung Tele-Assistance Service Centre of General Union of Neighbourhood Associations of Macau (UGAMM). Upon evaluation and referral by “Peng On Tung”, eligible users can enjoy a discounted monthly fee of MOP 31.

 

This morning (June 30), CTM and UGAMM's “Peng On Tung” held the “Caring and Walking Hand-in-Hand” Fixed-Line Telephony Service Discount Announcement at the Peng On Tung Tele-Assistance Service Center. The event was attended and witnessed by Mr. Ai Yiping, Director of Human Resources Department and Social Development Department, Liaison Office of the Central People's Government in the MSAR; Mr. Sio Weng Weng, Head of the Market and Competition Division, Macao Post and Telecommunications Bureau (CTT); Ms. Tang Chi Teng, Acting Functional Head of the Elderly Service Division, Social Welfare Bureau (IAS); Ms. Ng Siu Lai, President of the General Union of Neighborhood Associations of Macau (UGAMM); Ms. Leong Weng Ian, Coordinating Director of the Social Service Office; Ms. Ebel Cham, Vice President, Commercial, CTM and Ms. Eliza Chan, Director, Corporate Communications, CTM.

 

In her address, Ms. Ebel Cham, Vice President, Commercial, CTM highlighted the long-standing and deep partnership between CTM and UGAMM. Since the inception of the “Peng On Tung” Tele-Assistance Service in 2009, CTM has been its dedicated network partner to provides professional support with dedicated team. Over the past 17 years, both teams have worked with unwavering dedication to serve vulnerable groups, successfully extending the lifeline service from indoor fixed-lines to outdoor coverage. To further lower communication barriers, CTM offers “Peng On Tung” referred users full waivers on fixed-line installation (MOP 850) and relocation fees (MOP 800). This initiative has yielded significant community impact since 2009, accumulating 3,502 installation waivers and 497 relocation waivers to date. In addition, since 2023, CTM has provided social housing residents with a subsidized fixed-line monthly fee of MOP 31.

 

Cham expressed that to further support the “Peng On Tung” service and benefit more communities in need, CTM will allocate 1,000 fixed-line telephone monthly fee discount quotas to the Peng On Tung Tele-Assistance Service Center (excluding social housing residents). Upon evaluation and referral by “Peng On Tung”, eligible users can enjoy the same fixed-line telephony service discount currently available to social housing residents, which is a promotional monthly fee of MOP 31. This support measure will be effective for a period of two years, after which both parties will review its efficacy for continued implementation.

 

Ms. Ng Siu Lai, President of UGAMM, expressed her gratitude to CTM for its full cooperation with the development of UGAMM’s “Peng On Tung” service over the past 17 years. She commended CTM for providing high-quality, robust telecommunication services alongside supportive measures such as installation and relocation fee waivers. Ng added that this new discount initiative once again demonstrates CTM's long-standing dedication to public welfare and its unwavering commitment to fulfilling its corporate social responsibility.

 

Ng stated that UGAMM actively supports the Macau SAR Government’s “Aging in Place” policy and has established the Macau “Peng On Tung”Tele-Assistance Service Center since 2009. By connecting “Peng On Tung” service equipment via fixed-line telephone networks, the center provides 24-hour emergency assistance to elderly individuals living alone, elderly couples, the chronically ill, and others in need, allowing senior citizens to safely age within their familiar communities. In response to shifting social demands, UGAMM launched the “Outdoor Peng On Tung” service in 2018, which introduced real-time positioning and search assistance to seamlessly extend care from the home to outdoor spaces. To date, the center has served a cumulative total of 14,809 users, with 6,537 active users currently utilizing the service.

 

As Macau has entered an aging society, the demand for elderly home care services continues to grow. Effective May 1 of this year, the Macau SAR Government has waived the “Peng On Tung” monthly service fee for solitary seniors and elderly couples aged 75 and above. In alignment with this initiative, CTM has partnered with UGAMM’s “Peng On Tung” to launch a fixed-line care discount for senior citizens, aimed at ensuring reliable communication links to safeguard the operation of the service while alleviating financial pressure on the elderly. This three-party synergy among the government, business sector, and civil society actively practices the concept of active aging and inclusion, enriching Macau’s elderly care services to precisely meet senior citizens' needs and promote the effective implementation of the “Aging in Place” policy.
